South Bay has shaped nearly every chapter of Jorge Balvaneda’s life. He grew up in San Diego and the South Bay, raised his family here, and understands the difference a strong public school can make — not only in a child’s education, but in their confidence, opportunities, and belief in what is possible. As a first-generation college graduate, Jorge knows firsthand how education can change the trajectory of life and strengthen an entire family.
Today, Jorge works in operational risk and emergency management, helping identify risks, prepare for disruptions, and support sound decision-making when the stakes are high. He holds a Master of Business Administration with a concentration in Organizational Leadership, is a certified Leadership Coach through the University of San Diego, and holds an Emergency Management Instructor Certificate through the California Specialized Training Institute. Throughout his career, Jorge has taught, trained, coached, and mentored employees, emergency responders, community partners, and future leaders — helping people build confidence, prepare for challenges, and grow into stronger leaders. He also serves on the Board of the Burn Institute and has been recognized by the San Diego Business Journal as one of its Latino Leaders of Influence for his leadership and impact in the regional Latino community.
Jorge is running for the CVESD Governing Board because the schools that help shape our children also help shape the future of South Bay. Parents, teachers, and students deserve trustees who listen first, prepare carefully, show up consistently, and put children before politics. As a husband, father, and longtime South Bay community member, Jorge is ready to bring steady leadership, thoughtful judgment, and a deep commitment to every CVESD family.

I’ll champion rigorous curriculum, early support in literacy and mathematics, and the classroom resources educators need to help every student grow, achieve, and thrive in college, career, and life. Jorge believes learning works best when students are challenged, supported, encouraged, and given the practical tools they need to succeed.
